My name is Kelsey Davis, Owner of Bliss Beauty Ink and Bliss Beauty Bar. I am a licensed Esthetician & licensed Tattoo Artist located in Dallas, Oregon. I specialize in permanent makeup & fine line tattoos.
I have a passion for making my clients feel confident and comfortable while accentuating their natural beauty. My services include microblading, ombre brows, combination brows, eyelash enhancement, lip blush, & fine line tattoos.

Prior to booking, please read this page thoroughly, including policies, contradictions, and pre & post care to confirm that you are a good candidate for tattooing. Below you will find information for cosmetic tattooing as well as fine line tattoos.

Policies:
$100 nonrefundable deposit for all permanent makeup appointments and $50 nonrefundable deposit for fine line tattoos required to hold your spot. Although deposits are nonrefundable, deposit may be transferred one time to a date within 90 days of the original appointment date if proper notice of 48 hours was given to reschedule, Any no- shows, cancellations, or rescheduling with less than 48 hours’ notice will result in forfeiture of your deposit.
It is not a guarantee that I can work over existing work. If you have previously had any work done, please text pictures of existing work to (503)724-5785 with your first and last name, and service requested. This will help me to determine if I am able to work over what is already there.
Must be 18 years of age or older and must be able to provide a valid driver’s license to receive a tattoo service in the State of Oregon.
Must not be pregnant or breastfeeding.
Must not currently be on or have used Accutane in the past 6 months.
Other contradictions include: Anyone who is prone to keloids or scarring. A person with a bleeding disorder, or skin condition such as Rosacea, Eczema, Psoriasis, and Seborrheic Dermatitis (these conditions may affect your healing). Taking blood thinning medications or if you are currently undergoing Chemotherapy or Radiation or have within the last 6 months. Any persons with a history of cold sores (this applies to lip blushing only, as it is known to cause flare ups. Please consult your doctor prior to receive anti-viral medication to help prevent a flare up during your healing time.
As much as I adore kids, they are not allowed at appointments. My focus is on you and your appointment, making sure I do everything I can to give you the best results possible. If you need to bring a guest over the age of 18 please notify me prior so I can make proper arrangements.
Pre & Post Care Instructions:
Pre-Care:
Avoid alcohol, caffeine, retinol, tanning beds, and blood thinners for the 48 hours leading up to your appointment.
No chemical peels 30 days prior to your appointment.
No Botox within 90 days prior to your appointment as this can alter your results once it starts wearing off.
Stop using retinols several weeks prior to your appointment as these make the skin more sensitive, prone to irritation, and affect the healing process.
Avoid wearing facial makeup to your appointment as it will be wiped off and smudged. For eyebrows, I do reccommend coming with your brows filled is as you would any normal day. This gives me great insight to what you are used to and a great starting point to your brow expectations and goals.
Post-Care:
Do not touch your brows/lips for the first 24 hours. After 24 hours wash your brows with mild soap and water.
Apply healing ointment 2-3 times daily during healing process. Whenever they are feeling dry or itchy.
Do not pick or touch your brows/lips during the healing process. They will peel and be flakey, that is normal.
Do not apply any makeup to the treated area for 14 days.
Continue to avoid retinols for the next month during the healing process.
Avoid excessive sweating, tanning, swimming, long showers, saunas, baths
Pricing:
Brows:
Microblading $500
Hairlike strokes - the most natural looking brow approach. Perfect for clients who are NOT oily, have smooth skin, and are looking to add fullness to their eyebrows.
Powder Brows $500
Great for those who are oily, have textured, and or mature skin, and those who have great brow hairs but just need more fullness. Also known as ombre brows. Gives a soft shadow effect.
Combination Brows $550
A mix of microblading and powder brows, great for those who want definition with some hairstrokes spread throughout for a full and more natural looking result.
Nano Brows $600
A cosmetic tattoo technique that uses a tattoo machine to create natural-looking hairstrokes using a single needle. This is less trauma to the skin than microblading and minimizes the risks of scarring.
Eyebrow Color Correction $800
This appointment is if you have previous work that isn’t able to be covered up with a traditional appointment. If your brows have faded red or turned ashy or blue this is the appointment for you. Using corrective techniques and specialty-colored pigments, we neutralize the existing/faded pigment to restore the color back to a shade that we can work over. We then go in and redo the brows (microblading, powder brows, or combination brows) with an appropriate colored pigment, giving your revamped and fresh brows. Please text pictures of your previous work to (503)724-5785 as it is ever a guarantee that I can work over existing pigment and in some cases laser removal is recommended. If you would like to add nano brows to this appointment, there is a $200 upgrade fee.
Lips:
Lip Blush $500
Enhances color, shape, and definition to your lips giving a fuller, even, and plump look to your lips. This look is customizable from a natural look to a bold red lip. Bring in your favorite lipstick and we can match it!
Lip Liner $350
Creates a defined shape & outline to your lips.
Eyes:
Lash Line Enhancement $350
Upper lash line only. Gives the illusion of a darker and fuller lash line. Opens the eye with natural looking results.
Eyeliner (Top) $ 400
Semi-Permanant eyeliner, you can go as natural or dramatic as you would like? Want a glam look with a dramatic wing 24/7 that doesn’t smudge? Or do you want a soft shadow ombre affect? This look is totally customizable.

Touch Ups & Refresh Appointments:
PMU Follow Up $125
Initial perfecting session for brows, lips, & eyeliner, booked 6-12 weeks out from your initial appointment. This appointment is only for clients who have seen me for their work originally.
PMU Refresh $225 (Excludes eyelash enhancement - see below for more info)
This is a maintenance appointment. This appointment is for clients who have previously seen me for their PMU service. Booked 12-24 months from their initial appointment or their first touch up appointment. This appointment is to keep your brows, lips, or eyeliner looking fresh as most permanent makeup is only meant to last 2-3 years.
Existing Microblading clients are able to upgrade their brows to Nano Brows at this appointment for an additional $100.
Lash Line Enhancement Refresh is only $150
Fine Line / Tiny Tattoos:
Custom Designs: $100 and up
go up based on design and size. Please text pictures of inspiration or design to Kelsey at (503)724-5785 for a quote. Not sure what you want or have ideas but no inspo? I can design it for you! Designs are not drawn up until a deposit ($50) is received and an appointment is scheduled.
Specialty Flash Sheets and Promotional Pricing: $75 and up
These will be uploaded to our Instagram occasionally. Here you can find pre-made and pre-sized designs and take advantage of promotional pricing. These designs are for holidays, seasons, or just because it is a design I would like to do or have fun doing.
